Comprehensive Planning

We work with jurisdictions to shape comprehensive plans that center community priorities.

Cascadia works closely with local jurisdictions to develop standalone comprehensive plan Climate Elements and/or integrate specific equity, sustainability, or resilience policies into existing comprehensive plans. We combine our local climate planning expertise and deep knowledge of the guidance documents (we co-led a pilot project to test and refine the guidance!) to offer clients a tailored and efficient path to compliance with HB1181.

As a leader in this space, we have a strong understanding of what works and what doesn’t when it comes to developing meaningful climate policies. We know how to ensure that deliverables elegantly dovetail with existing City and County policies, have strong buy-in from departments and implementation partners, and are ready to be rolled into broader Comprehensive Plans. We also know how to right-size each effort by helping to break down each new requirement into locally-relevant components, and we equip clients with the information and tools needed to incorporate and implement essential climate policies within achievable budgets and timelines. 

Examples of our support include:

  • Developing comprehensive plan elements that align with state guidelines
  • Revising comprehensive plans to incorporate priority climate, equity, sustainability, or resilience goals and policies
  • Providing facilitation and partner engagement support to work groups and planning teams
  • Leading equitable and inclusive community engagement and comprehensive plan review processes
  • Providing writing, editing, and graphic design to make comprehensive plans more accessible and actionable
