Project Overview

Cascadia supported the City of Pico Rivera in developing its first Climate Action and Adaptation Plan (CAAP), adopted in January 2025, establishing a data-driven and community-informed roadmap for reducing emissions and building resilience.

Approach and Impact

Pico Rivera faces significant pollution burdens and climate vulnerability, with residents experiencing environmental impacts in their daily lives. In response, the City prioritized a planning process grounded in both rigorous analysis and community-centered engagement.

Cascadia led a comprehensive greenhouse gas inventory and wedge analysis to identify high-priority emissions reduction strategies, alongside a vulnerability assessment to pinpoint areas most at risk from climate impacts and opportunities to strengthen resilience. These technical analyses were paired with robust outreach conducted in partnership with DayOne, a local community-based organization. Together, we focused engagement on communities most impacted by climate change—including youth and older adults—using in-language and accessible approaches to ensure broad participation.

Community feedback, priorities, and concerns directly informed strategy development and prioritization, helping ensure the final plan reflects local needs and is positioned for implementation. Pico Rivera further aligned community-informed climate priorities with its municipal budget cycle, securing funding approval in early 2025 and leveraging regional partnerships to advance key actions.

Since adoption, the City has already begun implementation, including launching a Youth Ambassadors program, distributing more than 100 free trees, and expanding staff capacity with a new Office of Sustainability Coordinator. Cascadia is currently supporting final refinements to a public-facing dashboard to track progress and maintain transparency as implementation continues.

Environmental Justice Assessment for the 2026-2030 PSP Action Agenda

Cascadia led the Environmental Justice Assessment for the Puget Sound Partnership’s 2026–2030 Action Agenda, engaging Tribes and community-based organizations across Puget Sound. This Assessment is required by Washington State’s HEAL Act, and engagement shaped dozens of new and revised strategies guiding Puget Sound recovery.
